Created by the Mayor in August of 1980, the Neighborhood Development Agency (NDA) became the administrator of the federal Community Development Block Grant, thereby consolidating the previous activities of a number of different City agencies into one. The NDA was the City’s planning and development agency for neighborhoods outside the downtown core area. The goals of the NDA were to strengthen the economic base of the City and to build that base to create jobs, generate tax revenue, reduce energy consumption and improve housing.

The Neighborhood Development and Employment Agency was created in early 1982 through the consolidation of the Neighborhood Development Agency and the Employment and Economic Policy Administration (EEPA). The goal of the consolidation was to maximize the efficient use of federal resources in neighborhood economic development activities, housing rehabilitation and job training and employment services for residents of Boston. The Public Facilities Department merged with the City’s Neighborhood Development and Employment Agency in the fall of 1985.
