2300. Budget Management, Office of

Section 3 of Chapter 486 of the Acts of 1909 placed the creation of the budget within the responsibility of the Mayor. The City Council retained the right to reduce or reject any item. The Budget Department was established by Chapter 3 of the Ordinances of 1917 and placed in charge of a Budget Commissioner. General supervision over all matters pertaining to the budget and appropriations was placed under the jurisdiction of the Budget Commissioner. Under the direction of the Mayor, the Commissioner prepared the annual and supplementary budgets as well as the forms of estimate sheets used by each officer, board, commission, and department. In 1930 the Budget Commissioner became in effect the personnel director for Suffolk County overseeing promotions, transfers, new appointment and compensation. In 1953, the duties of the Budget Department were assumed by the Administrative Services Department (Ord. 1953 Ch. 8 sect. 9; Ord. 1954 Ch. 2 sect. 13). The Director of Administrative Services became the Budget Officer of the City and the County. In 1956, the Administrative Services Department was reorganized to include the Supervisor of Budgets. The Supervisor of Budgets became the Budget Officer for the City and County under the direction of the Mayor and in consultation with the Director of Administrative Services.
