Historical note

The Mayor's Office of Community Development was created in 1974 to oversee and help formulate programs funded under federal Housing and Urban Development "block grants". OCD utilized other city departments with particular expertise in certain areas as its performing agencies, while it insured that the funds granted to the city were expended in accordance with HUD and other review agencies. OCD also undertook program evaluation for the purpose of improving the effectiveness of the city's community development plan. OCD was the subject of a number of mergers over the next few years in response to changing regulations and community needs. As part of the Mayor's Office of Planning and Development, it became part of the Neighborhood Development and Employment Agency in 1982 during a consolidation of the Neighborhood Development Agency and the Employment and Economic Policy Administration. By 1985, NDEA itself would be absorbed into the Public Facilities Department.
